Colour Clashes
As of today, district by-law 3.15 e) has been modified as follows:
Old by-law
Where a team is changing uniform in a colour clash situation, it shall not be penalised for incorrect numbers and incorrect uniforms under these by-laws. (does not apply to Senior Division 1)
New by-law
Where a team is changing uniform in a colour clash situation, it shall not be penalised for incorrect numbers under these by-laws. (does not apply to Senior Division 1)
In cases where a team is required to wear an alternate uniform, it is still a requirement that the uniform:
-be a uniform that has been approved by BSA (this may be either a standalone alternate uniform, or a training singlet with numbers applied)
-be consistent across the team
If a player’s alternate is either not approved by BSA, or is inconsistent with other players in the team, an “Incorrect uniform” penalty shall be applied, as per by-law 3.13 e) below:
A player (excluding Senior Division 1) wearing any item of playing uniform not approved by Basketball SA shall have a personal foul recorded against their name and two points awarded to the opposing team and recorded on the score sheet "INCORRECT UNIFORM PENALTY".

Premiership Table
It has been noted that District by-law 1.13, regarding the classification of teams on the premiership table, contains some text which is ambiguous. Following are two clarifications to this by-law. The wording of part a) of the by-law is as follows: a) In competitions in which teams have an equal number of byes, including no byes, teams are classified according to the FIBA Official Rules of Basketball. The criteria for sorting the premiership ladder can be summarised as follows: i) Premiership points thenii) Percentage (points for divided by points against) in games between tied teams. Note that for two-way ties, this is equivalent to the result of the game between the tied teams then iii) Percentage (points for divided by points against) in games between all teams.
The intent of this part of the by-law is to simply summarise the FIBA rule, how in doing so it omits some detail. A more complete summary is as follows (note the addition of ii) . a) In competitions in which teams have an equal number of byes, including no byes, teams are classified according to the FIBA Official Rules of Basketball. The criteria for sorting the premiership ladder can be partially summarised as follows: i) Premiership points thenii) Premiership points in games between tied teams iii) Percentage (points for divided by points against) in games between tied teams.
Note that for two-way ties, this is equivalent to the result of the game between the tied teams then iv) Percentage (points for divided by points against) in games between all teams. However for the full detail of the classification criteria, please consult the FIBA rules. Part b) of the by-law is used in cases where part a) is not appropriate. b) In competitions in which teams have an unequal number of byes, positions will be determined as above, with the exception that “Premiership points” will be replaced by “Game Ratio”, which is defined as follows: (Wins + (½ x Draws) – (½ x Forfeits)) / Games Played In addition, this formula will also be used when applying criteria a) ii) in cases where tied teams have played an unequal number of games against each other. Also, please note that the “PCWon” field in SportingPulse is similar but not identical to “Game Ratio”, in that it does not take forfeits into account. When the ladder is sorted at the end of the minor rounds, forfeits will be considered in the calculation of Game Ratio, as per the by-laws. Paul Arnott Competitions Manager Basketball SA
New Rules
FIBA, the world body for basketball, has introduced some changes to the official rules of basketball. While a decision is yet to be made as to which of these rules will be introduced for the 2010/11 Summer District season, it is likely that most if not all of these changes will be implemented as of this season.
Basketball SA is running an education session regarding these changes for all referees in the Apollo restaurant at the Dome on Thursday 16/9/2010 from 6pm-8pm. The session will be presented by the Basketball SA Rules Interpreter, Trevor Baker.
We would also like to invite to this session all interested others including committee members, coaching directors, administrators, score table officials, coaches, players and parents.
If you’d like to attend, there’s no need to RSVP – please just arrive at the corporate entrance at the back of the Dome by 6pm on the night.
Documents describing the new rules and interpretations are available here, on the Basketball SA website. We are awaiting an official document summarising the changes, which we expect to arrive in the next week. Once available it will appear in the same section of the website.
